COLUMBUS, Ohio -- An Iraqi national suspected of involvement in a mysterious plot to assassinate former President George W. Bush was arrested Tuesday by FBI counterterrorism agents hours earlier as part of a year-long investigation.

Shihab Ahmed Shihab Shihab, 52, who has lived in Columbus and Indianapolis, Ohio since arriving in the United States in 2020, recruited operatives linked to the Islamic State terrorist group to kill the former president.

"President Bush has the utmost confidence in the United States' intelligence, law enforcement, and intelligence agencies," Bush's chief of staff, Freddie Ford, said in a statement.
Shihab, who faces a detention hearing on Friday, entered the United States on a visa and submitted an asylum application pending a review in March 2021, officials said.
In a brief court appearance on Tuesday, Shihab, who wore a charcoal Reebok shirt and handcuffs, was formally charged with two offences.
As a non-US citizen, Shihab had the right to have the court alert the Iraqi consulate, but he refused.

According to court documents, the FBI, using two confidential informants, contacted Shihab in April 2021 to send up to six people across the Mexican border in exchange for tens of thousands of dollars each. They are said to have discussed his desire to smuggle Iraqi nationals.
By late fall, correspondence had turned to discussions of an alleged desire to kill Bush, with Shihab asking about security levels at Bush's Dallas home and Texas ranch, according to court documents.
"Shihab told CS1 (a confidential source) that he wanted to kill former President Bush because he believed he was responsible for killing so many Iraqis and for the collapse of all of Iraq," court documents state.
In later interviews with informants, Shihab said: "I wanted to participate in the actual attack and the assassination of former President Bush. I would be proud to have participated in the assassination of former President Bush, so I wouldn't mind if he died." He is reported to have said:

Earlier this year, Shihab traveled to Dallas and drove with one of his informants to the neighborhood of the former president and the George W. Bush Foundation, recording cell phone video of both areas.
According to the documents, during a meeting in March, Shihab's informant handed over "samples" of firearms, including an M-16 rifle, as well as US Border Patrol uniforms that could be used as part of an assassination plot.
According to court documents, "Shihab [the informant] asked if it was possible to get a grenade launcher that could be attached to the barrel of the M-16. The informant indicated that this should be possible."

It is questionable whether Shihab had the resources to carry out such a plan. Documents show the FBI secretly provided deactivated firearms to informants.
One of the sources financed Shihab's trip to Dallas after indicating that the suspect canceled plans to drive from Ohio to Texas due to car problems.
In an interview with an FBI agent last month, Shihab reportedly admitted to meeting with operatives connected to a major smuggling ring, but acknowledged that he was paid for his role there.
"Furthermore, Shihab did not mention any plans to assassinate former President Bush when asked if he had any other information about potential terrorism or impending attacks," the court said. "Furthermore, Shihab does not mention the physical examination of the firearm samples provided by (the informants). for use in former President Bush's assassination plot."

Using a photograph of the Idaho man, investigators found the man matched the description of the Georgia woman and set up a hotline and offered a reward for information leading to his identification and arrest. The emergency line worked. A tip from a phone number led Georgian security officials to the home of Vladimir Arutyunyan.
When police arrived at the house where Arutyunyan lived with his mother, a shootout ensued that killed Zurab Kubribidze, head of Georgia's counterintelligence department. The suspect fled into the forest between the village and the city of Tbilisi. However, that was not enough to keep the police off his trail and he was soon arrested.
Security guards found a pile of potential terrorist attack materials in the basement of the suspect's home, including mercury, sulfuric acid and other chemicals and explosives.
